All About Pencil Eyeliner

Whenever I use makeup, I sometimes forget to use pencil eyeliner. But whenever I do, I just use whatever is available. I am not sure what's is the appropriate shade to use but I think there is a difference especially where am I going to use it like as eyeliner or for the eyebrows.

Now, I am wondering, what is a good brand for pencil eyeliner that I is available in the market. What shade should I pic especially for my fair skin tone.

I am fair skinned too and I use black, but I top it with an eyeshadow so it's not too strong. I have used brown before but it doesn't look good in my eyes. Try both and see which one works better for you. Trying is better that just hearing it from other people. I also use white eyeliner sometimes and it makes my face more refreshed :)
